Representative Experience
Ms. Drummy has experience working with a number of health care entities, including hospitals, specialty hospitals (psychiatric, cancer, long-term care and rehabilitation, teaching hospitals), skilled nursing facilities, health maintenance organizations (HMOs), home health agencies, dialysis centers, organ procurement agencies, medical groups, individual physicians, allied professionals, pharmacies, pharmaceutical manufacturers, ambulance companies, Medicare carriers and medical equipment and product suppliers. She has handled matters involving various federal and California agencies, including the Department of Health & Human Services and the California Departments of Health, Mental Health, Social Services and Education.

She has extensive experience in the regulatory, transactional and litigation aspects of health care law including:

  • the Medicare and Medicaid programs, including Short-Doyle MediCal;
  • contract negotiation and dispute resolution respecting county mental health programs;
  • facility and physician licensing, accreditation, certification, decertification and suspensions;
  • federal and state anti-fraud/abuse and self-referral laws, as well as designing and conducting related compliance audits;
  • hospital acquisitions, mergers, consolidations, and other affiliations for nonprofit and for-profit entities;
  • hospital and physician contracts, joint ventures and other affiliations;
  • state and federal emergency department anti-dumping laws;
  • Medicare and Medicaid managed care, including HMOs, PPOs;
  • utilization review and quality assurance;
  • medical records;
  • accounts receivable financing programs;
  • corporate practice of medicine doctrines;
  • bankruptcy proceedings involving health care entities;
  • other agencies affecting health care entities, such as the Nuclear Regulatory Commission and the Securities and Exchange Commission; and
  • general administrative law and administrative appeals.
