Nicholas J. Cicale

Nicholas J. Cicale is an attorney with more than a decade of experience in energy regulation and litigation. He has established himself as a reliable counsel for a broad clientele, including public utilities, electric transmission owners and developers, power generation owners, and burgeoning renewable industries. At the core of Nick's expertise is an intricate understanding of FERC and its jurisdiction over electric transmission facilities, ratemaking, and all matters related to energy markets, including market manipulation litigation. He has represented prominent clients – including a holding company of electric utilities serving 2 million customers in the Northeast – in proceedings before FERC and other state and federal regulators.
Nick's experience in electric power law and policy makes him a key strategy partner for clients seeking to strengthen their position in competitive markets as well as launch new ventures, particularly offshore wind projects. His practice covers a spectrum of critical areas such as bulk electric system reliability, electric transmission rate incentives, ROE, cost-of-service ratemaking, cost allocation, and interconnections, and he has supervised legal teams that include experts in nuclear power, high-voltage direct current transmission, and other technical fields. Nick helps clients navigate complex regulatory proceedings that require expert testimony and specialized experience in engineering, finance, accounting, and economics.
