Chasity Hendren
Associate
Chasity Hendren is a legal and policy expert in energy and environmental law. Multilingual and with a broad multidisciplinary background complemented by valuable legal research contributions in renewable projects, Chasity serves a diverse clientele, including energy providers and other stakeholders. Through experience in the private sector as well as federal, state, and municipal settings, she has developed a deep understanding of complex issues facing the energy sector in California and beyond.
Prior experiences in academia, various scientific fields, study abroad, and management/operations have made Chasity a versatile and perceptive adviser. Having engaged in proceedings before the California Public Utilities Commission (including RPS, GRC, IRP, and POLR processes), she is well positioned to assist clients in the state with strategy, drafting, discovery, testimony, advice letters, compliance filings, and other legal services. Her experience extends to various agencies, including the California Energy Commission, California Air Resources Board, and U.S. Department of Energy, showcasing her understanding of interlocking regulatory dynamics. A former intern in the DOE General Counsel's Office, Chasity is familiar with the intricacies of federal regulation and orders, including consent decrees, as well as CERCLA, RCRA, and other frameworks.
Chasity delves into legislative and regulatory developments in California, staying at the forefront of changes that shape the legal landscape. She is a trusted adviser on legal and technical matters pertaining to the electric grid, including demand flexibility and investor-owned utilities. She has also advised on land use matters pertaining to wind energy projects. Her expertise spans a wide range of energy-related topics, from Community Choice Aggregation and Power Purchase Agreements to general rate cases, cap-and-trade compliance, local carbon offsets, transportation electrification, and EPA Superfund cleanup, as well as general legal issues around contract disputes and employment litigation.
Before joining DWT, Chasity was awarded a competitive fellowship in Southern California and worked in an energy infrastructure corporation's in-house legal department. She also focused on civil rights issues while volunteering with AmeriCorps.
