Healthcare Industry Summit 2025

Christine Parkins Johnson is a member of DWT's healthcare practice group where she concentrates her practice on the regulatory and operational concerns of healthcare organizations and their subsidiaries, including health systems, hospitals, pharmacies, physician groups, ambulatory surgery centers, laboratories, skilled nursing and assisted living facilities, behavioral health, and substance abuse providers, among other healthcare providers.

Christine has particular expertise in counseling clients about compliance with the No Surprises Act, state licensing regulations, and scope of practice issues. Christine is particularly skilled at helping clients understand and address regulatory challenges associated with contemplated initiatives. Christine also has in-depth experience with Medicare and Medicaid enrollment, certification, and reimbursement-related issues. Christine also helps clients apply for licensure under California’s Knox-Keene Health Care Service Plan Act of 1975 and comply with the ongoing regulatory requirements.

Practice Highlights

Board of pharmacy accusations

Represented a number of different hospital pharmacies, including a hospital pharmacy at a large academic medical center, in California Board of Pharmacy accusations. Successfully demonstrated mitigation efforts by the pharmacies and navigated stipulated settlements to allow hospital pharmacies to retain their hospital pharmacy and sterile compounding permits.

Provider operations

Help providers, particularly hospitals and pharmacies, achieve patient care and business objectives by assisting with licensure of new/updated services lines or locations, and assessing state and federal regulations related to scope-of-practice, staffing, and contemplated initiatives.

Knox-Keene Act licensure

Guide clients through the process of applying for health plan licensure and navigating the associated regulatory requirements.

No Surprises Act regulatory compliance

Helping health systems, physician groups, and ambulatory surgery centers prepare for compliance with the No Surprises Act. (2021–present)

Regulatory compliance

Helping a variety of health care entities navigate changing federal and state requirements related to COVID-19 vaccination requirements for staff. (2021-present)

Board of Pharmacy accusation

Represented hospital pharmacy in action by California Board of Pharmacy to revoke hospital pharmacy and sterile compounding licenses. (2021)

Health system acquisition*

Part of a team that represented a national for-profit health system in its 2015 purchase of a public university's health system, including two hospital facilities and an affiliated medical group. (2015)

Healthcare operations*

Provided counseling to a public company in connection with its employee wellness center, including analyzing use of ancillary care providers and corporate practice of medicine issues. (2017-2018)
