Chris Kaltsas is a litigator who works with the firm's litigation team. Before joining DWT, Chris spent seven years with the U.S. Department of Justice, handling significant cases and investigations involving asset forfeiture, cyber scams, cryptocurrency, and complex white-collar matters. He most recently served as an assistant U.S. attorney in the criminal division of the U.S. Attorney's Office for the Northern District of California, where he was the office's digital assets investigations coordinator.

As a federal prosecutor, Chris tried a white-collar RICO case pertaining to the sale of hundreds of millions of dollars' worth of diverted pharmaceuticals, securing a successful jury verdict against both an individual and a corporate defendant. He also prosecuted a case stemming from one of the largest cryptocurrency seizures in U.S. history. He has experience working with the DOJ's Money Laundering and Asset Recovery Section, the SEC, the CFTC, and other federal agencies. Chris also has experience in multijurisdictional investigations resulting in the prosecution of individual actors, groups, and corporations for wire fraud, mail fraud, bank fraud, and associated conspiracies (including RICO); civil and criminal forfeiture; and a range of issues in the financial services space, including cryptocurrency matters, national security matters, and violations of the Bank Secrecy Act. He is a frequent speaker on these topics, previously acting as a subject matter expert during training for agencies that investigate financial and cybercrimes, including the FBI, the DEA, IRS – Criminal Investigation, and the U.S. Secret Service.

Practice Highlights

Cybercrime investigations

Manages multi-jurisdictional investigations against cyber actors engaged in consumer fraud, intellectual property theft, and financial crimes. Experienced in presenting matters to criminal authorities for prosecution.

Financial investigations and asset recovery

Represents victims of criminal actors in restitution and forfeiture proceedings before courts and administrative decision-makers, including in remission and restoration requests presented to the U.S. Department of Justice.

United States v. 69,370 Bitcoin et al.*

Investigated and litigated the civil forfeiture of what was at that time the largest seizure of cryptocurrency in U.S. history. Successfully forfeited the contents of a cryptocurrency wallet holding a significant portion of the proceeds of the Silk Road darknet market. Litigated the case and provided counsel through district court, appellate, and Supreme Court proceedings.

Cyber scam investigations and forfeitures*

Investigated and litigated the forfeiture of the proceeds of complex schemes involving both romance and investment fraud, widely described as "pig butchering." Traced and analyzed cryptocurrency transactions with law enforcement to find assets suitable for forfeiture. Seized over $10 million in cryptocurrency assets for return to victims of pig-butchering schemes and collaborated with victims and the Department of Justice to coordinate return of these assets.

United States v. Karapedyan et al.*

Prosecuted an individual and corporation for the fraudulent sale of diverted pharmaceuticals through trial, which resulted in a guilty verdict. (Ongoing)

United States v. Two One-Thousand-Five-Hundred-Pound, Hand-Carved Lintels Removed from Religious Temples in Thailand*

Investigated and litigated the forfeiture of two religious monuments housed at the Asian Art Museum in San Francisco that had been looted from Thailand in the 1950s. Assisted Thailand's Ministry of Culture in obtaining restoration of the monuments, resulting in their rapid return to Thailand.
