Edlira Kuka specializes in communications, media, and technology law, advising on federal, state, and international laws and regulations. Her practice focuses on broadband infrastructure deployment and telecommunications compliance in U.S., EU, and other international markets. Edlira also advises clients on policy and regulatory issues in emerging technologies, covering artificial intelligence and machine learning (AI/ML), and matters relating to national security under the Secure and Trusted Communications Networks Act and the Office of Foreign Assets Control (OFAC) regulations.
Edlira has negotiated agreements and advised internet service providers on securing regulatory approvals, expanding their networks, deploying fiber, forming public-private partnerships, complying with franchise rights and obligations, and resolving right-of-way and permitting issues. Edlira also helps telecommunications providers, digital technology companies, and cloud service providers on compliance with licensing requirements, data privacy, and network security issues.
Prior to joining DWT, Edlira spent over five years working in government and regulatory affairs for a major media company. Her career spans over two decades of experience in the nonprofit, public, and private sectors. Edlira previously held lobbying, governmental affairs, and policy positions, including working as legislative staff in the Washington State Senate and House of Representatives. She has appeared to testify before state and local legislative and regulatory bodies, formed coalitions and managed issue campaigns. Outside of communications law, Edlira has served in numerous community leadership roles, advocating for a number of pro bono and social issues, including digital equity and human rights.
