Victoria Samuels helps Universal Service Fund (USF) beneficiaries maintain compliance with the evolving facets of FCC rules and regulations applicable to the USF programs. As former associate general counsel to the Universal Service Administrative Company, Victoria understands how the FCC's reform and modernization efforts, as well as designations of covered entities/equipment, will impact broadband clients in the 21st century. She is further experienced with FCC inquiries and audits pertaining to the USF programs and contributions, and she oversaw the Government Accountability Office's audit of the Lifeline program.
