Richard P. Sparling

Rick Sparling concentrates his practice on electric utility regulation and business matters, primarily representing investor-owned electric utilities as regulatory counsel before the Federal Energy Regulatory Commission (FERC). Rick has gained his extensive knowledge of the electric utility industry from litigating traditional utility rate cases and drafting agreements associated with the purchase, sale, and transmission of electric power, including transmission service agreements and tariffs, interconnection agreements and capacity, and energy sales tariffs.
Rick has been involved in implementing and evaluating various federal and state industry restructuring proposals, including those concerning merchant transmission projects, stranded cost recovery, transmission access and cost allocation, PURPA reform, RTO formation, and retail choice.
